Yes,Vegeta,Piccolo and Goku from Dragon ball. (of cource they are cosplayers) They stayed in Sakura Hotel Ikebukuro before :)

By the way, there is a Big news for those "Dragon ball" lover. If you have a plan to go to Japan this year, you should go to Haneda Airport once!!
At the Haneda airport,
